On June 7 the German government presented the key points of a budget consolidation package which foresees total relief of about EUR 82 bn in the next four years.
Am 7. Juni hat die Bundesregierung wesentliche Eckpunkte eines Konsolidierungspaketes für den Bundeshaushalt vorgelegt, das in den kommenden vier Jahren kumulierte Entlastungen im Bundeshaushalt in Höhe von rund 82 Mrd. Euro vorsieht.
A gas glut is heralding the dawn of a new era in the continental European gas market. The free-market price of gas will become the new benchmark and will be the guide for the price of pipeline gas. The new price environment is creating many opportunities and challenges for domestic customers, industrial users, municipal utilities, regional energy suppliers, independent traders, newcomers, power plant operators, importers and gas producers. The areas concerned are(traditionally)long-term contracts and the typical large-scale projects regarding pipeline construction, LNG infrastructure and gas storage facilities. The security of supply in Europe is improving, not least because the gas glut impairs the powerful position of the “Gas OPEC”.
Die Gasschwemme läutet eine Zeitenwende auf dem europäischen Gasmarkt ein. Der freie Gaspreis wird zur neuen Benchmark und bestimmt den Preistrend. Das neue Preisumfeld bringt viele Chancen und Herausforderungen für Haushalts- und Industriekunden, Stadtwerke, Regionalversorger, freie Händler, Newcomer, Kraftwerksbetreiber, Importeure und Gasproduzenten. Betroffen sind die traditionellen Langfristverträge und typische Großprojekte – rund um Pipelinebau, LNG-Infrastruktur und Gasspeicher. Die Versorgungssicherheit steigt, auch weil die Schwemme die Gas-OPEC schwächt.
The expansion of renewable energies in the electricity sector is a major target of climate policy. The restructuring of the grid is aimed at creating a modern and more intelligent power grid which is able to integrate the new, decentralised eco-friendly installations into the existing grid efficiently. Over the past few years the competitiveness of geothermal energy has improved vis-à-vis fossil-based fuel sources. In Germany, parliament has passed promotion laws to help enhance the technologies for the use of geothermal energy as a source of heat and a means of generating electricity. However, geothermal power stations will still contribute less than 1% of total supply in 2020. Geothermal development will benefit the construction industry: the growth of direct geothermal use will result in a cumulative construction volume of EUR 25 bn in Germany by 2030. Going forward, sustainable stimuli will boost all construction segments including the building materials industry and many service providers.
Präsident Obama und der demokratisch geführte Kongress wollen u.a. das Gesundheitswesen, die Alterssicherung, die Energie- und Klimapolitik und die Infrastruktur reformieren. In der Gesundheitspolitik wird eine Jahrhundertreform angestrebt. Der Kreis der Krankenversicherten soll durch die Einführung einer Versicherungspflicht in Verbindung mit Transferzahlungen erheblich ausgeweitet werden. In der Klima- und Energiepolitik soll ein landesweiter Emissionshandel eingeführt, die Förderung erneuerbarer Energien sowie der Kohlenstoffabscheidung und -speicherung in der Kohleverstromung auf den Weg gebracht und der Klimaschutz im Verkehrs- und Gebäudebereich verstärkt werden. Auch die Modernisierung der Infrastruktur steht auf der Agenda. Die genannten, grundlegenden Reformen würden die Wachstumsperspektiven verbessern und den sozialen Ausgleich stärken. Nach dem jüngsten Verlust der qualifizierten Mehrheit im Senat sind die Erfolgsaussichten jedoch unklar.
The Copenhagen Accord has disappointed many observers of the negotiations. Still, the Accord addresses many crucial elements of a framework for tackling climate change. The greatest near-term risk stemming from the Accord concerns the future of carbon markets. In order to reduce uncertainties it is necessary to make quick progress on both carbon market reform and financing of international mitigation projects. Many countries have embarked upon their own climate policies. The Copenhagen Accord does not end these policies or slow down the momentum that was gained in the run-up to Copenhagen. The weeks ahead will of course reveal countries’ willingness to register ambitious policies and thus keep up the momentum.
